Does this account for a second income for married couples?

Yes — the married (two incomes) category combines both incomes against a standard rate band of €53,000 plus a non-transferable increase capped at the lower earner's own income (up to €35,000, so up to €88,000 combined) — genuinely different from simply doubling the single-income band, so it's worth comparing married-one vs married-two directly if only one spouse currently earns.
